    The House passed H.R. 7008 on Roll No. 280, 232 to 198 with one Member not voting, after rejecting a motion to recommit 211 to 218. Republicans voted 218-0 in favor; Democrats voted 13 in favor and 198 against, and the one Independent voted in favor. The bill would bar Members, spouses and dependent children from buying covered investments, require 7 to 14 days' public notice before a sale, and impose a fee of the greater of $2,000 or 10 percent of the transaction plus any net gain. It would take effect 180 days after enactment. The engrossed bill also adds a photo-identification requirement to the Help America Vote Act. If enacted, it would change the trading and notice duties this file measures against the 2012 STOCK Act.

    Evidence limits. House passage is not law. How a Member voted establishes nothing about that Member's trading, and no filer is alleged to have violated anything here.
