Read this the right way. A failed read is a fact about Hugin, not about a publisher. When a server declines an automated request it is running ordinary bot filtering; that implies nothing about whether the record is public to a person, accurate, or intact, and nothing about anyone’s intent. The one line here that should change how you treat a citation is not at the address we cited — and that is the queue this desk works from.

Do the records still say what we cite them for?

Retrieving a record and confirming it still contains the fact are different things. A page can answer for years while its contents are rewritten underneath, and a citation can be wrong from the day it was written, because nothing in an ordinary editorial process ever re-opens the document to check that a figure came out of it.

So each cited fact carrying a checkable value — a sum of money, a legal citation, a docket number, a dated event — is looked for in the retrieved document itself. 250 of 316 were found. A further 43 could not be checked at all, because the source refused an automated request or the value is one this desk derived rather than quoted. That is not a pass, and it is counted separately for exactly that reason: the share confirmed of what could be tested is 92%.

What this check cannot do

  • Absence of a token is evidence the citation may be wrong; it is not proof. A document may state the same fact in words this tool cannot match.
  • Sources that block automated requests are skipped entirely and are listed as such, not counted as verified.
  • A 401, 403, or 429 from one HTTP client is retried with an independently implemented curl request using the same identifying user-agent. A refusal is recorded only when both clients fail.
  • Only facts carrying a checkable token are examined. A purely qualitative extracted fact cannot be verified this way and is not counted either way.
  • This checks VALUES, not propositions. It confirms a figure appears in the document; it cannot tell whether the figure is attached to the same subject. On 2026-08-05 a claim about unnamed banks reporting $170 million late was marked confirmed because the document did contain '$170 million' — describing an individual's payments to Epstein, an entirely different fact. A confirmed value is not a confirmed sentence, and only a person reading the source can close that gap.
