SEC exempts specified overseas and affiliated Treasury repo trades from its central-clearing transaction definition
The SEC issued an order October 30 excluding specified non-U.S. and affiliated repurchase agreements from the definition of transactions that Treasury clearing rules require direct participants to submit. The overseas relief is conditional, while the affiliate relief does not extend to investment-company affiliates. The order sets the boundaries; it does not cancel the broader Treasury clearing requirement.
