DOJ and Education will not rely on seven civil rights guidance documents in enforcement
The Justice and Education departments say seven joint civil rights guidance documents are not enforceable and will not be used in their enforcement. The October 23 notice covers texts on English learners and their parents, school harassment, student discipline and college admissions. The agencies plan to review them. The notice leaves the underlying statutes, regulations and binding court precedents as the sources of enforceable duties.
