    The FCC's Wireline Competition Bureau says the delayed parts of its rules for retiring copper lines and ending legacy voice service take effect 14 days after a Federal Register notice scheduled for October 1, which by this desk's count is October 15. The FCC says carriers must tell customers about a discontinuance application no later than the day they file it. Customers can object; an application that qualifies is granted automatically on the 31st day after the FCC's public notice unless the FCC says otherwise.
