Four SNAP approvals restrict different food purchases, all effective November 1
USDA's Food and Nutrition Administration published approvals November 3 for food-purchase restrictions in Montana, North Dakota, South Carolina and Virginia, each with a printed November 1 effective date. The excluded categories differ by state. The notices say most commenters opposed the projects, but the agency allowed them to proceed; they provide no measured health results or store-level checkout verification.

A North Carolina company is recalling approximately 167,639 pounds of raw pork, beef and goat that were produced without federal inspection but went out nationwide under a false USDA mark, 'EST. 1363', and the recall notice itself warns that the number may not be on the package a shopper took home.
On September 22, 2026, the Agriculture Department's Food Safety and Inspection Service announced that Star Meat Delivery Inc. of Lucama, N.C. is recalling approximately 167,639 pounds of raw pork, beef and goat products that were produced without the benefit of federal inspection and carried labels with a false USDA mark of inspection. The establishment number inside that mark, 'EST. 1363', has no federal grant of inspection. The meat was distributed in bulk under the A&D Foods label and shipped to A&D Foods, a Georgia distributor, for retail and restaurant locations nationwide. FSIS rates the recall Class I, the most serious of its three classes, and says product bearing EST. 1363 should be considered misbranded and unsafe to eat, and thrown away or returned. The catch is in the notice: stores may have put their own stickers on the meat, so the number may not appear on a consumer package. The 23 listed products include goat cuts, oxtail, short ribs, pork feet, chorizo and menudo mix, produced on unstated dates before September 22. No illnesses have been confirmed. No retail distribution list had been posted by September 27.

The Forest Service has proposed repealing the 2001 Roadless Rule, which protects 58.5 million acres of national forest from most road building and logging. Public comments close October 6, and more than 219,000 have already been filed.
The Agriculture Department proposed on August 20 to rescind the 2001 Roadless Area Conservation Rule, which bars most road construction and timber cutting on 58.5 million acres of inventoried roadless areas in the national forests. On September 11 it extended the comment deadline 15 days, to October 6, 2026. The stated reasons are wildfire risk, insect and disease outbreaks, and returning decisions to local forest officials. The agency's own analysis says permanent roads would become possible on about 18.2 million acres where forest plans allow them, that sawtimber harvest could rise 5 to 10 percent if every eligible area were cut (which it calls unlikely), and that its effects could exceed $100 million. It says the repeal 'does not mandate timber cutting or road construction.' Idaho's and Colorado's state roadless rules would stay in place. Most tribal governments consulted oppose it.
