A federal offshore-leasing notice announces the availability of a proposed notice of sale for Cook Inlet Lease Sale BBC2. Bid opening is currently scheduled for March 3, 2027. The availability notice is scheduled for Federal Register publication October 13.
This is a proposed sale package and a review opportunity, rather than a completed sale or authorization for a particular drilling operation.
Who receives this review window
The notice gives the governor and the executive of any affected local government an opportunity to comment on the sale's size, timing and location. Its DATES paragraph describes that specific government review process.
It should not be read as an invitation for everyone to use the same submission window. The notice does not establish an unrestricted public-comment procedure in that paragraph.
The proposed package describes size, timing, location, lease stipulations, terms and conditions, minimum bids, royalty rates and rental rates. This report has not inspected the separate package and therefore does not supply its acreage, prices or particular lease conditions.
The deadline and the bid opening differ
The inspection PDF brackets the government review deadline at 60 days after publication. By this desk's count from the scheduled October 13 issue, day 60 is Saturday, December 12. Moving to the next federal business day gives December 14, 2026, also supplied by the Register's document metadata.
The March 3 bid-opening date is already printed in the PDF, qualified as the current schedule. The notice says a final notice of sale will appear at least 30 days before bid opening. The review closing date is not the bid date.
Where the proposed terms sit
The notice directs potential bidders to the proposed sale package through the agency's Cook Inlet sale page or Alaska leasing office. It also says the notice is issued under continuing former BOEM authority delegated to the Marine Minerals Administration.
The availability notice alone does not settle the sale's final terms or outcome. Those require the package and later final notice.
