    Homeland Security waives a federal law on water-rights suits and New Mexico's water code and rules for building border barriers and roads on a New Mexico segment, effective October 2

    The Department of Homeland Security (DHS) published a notice October 2 waiving legal requirements for border barrier and road construction in a New Mexico project area, effective that day. It lists a 1952 federal law on water-rights suits, the New Mexico Water Code and two parts of the state's underground-water rules. It does not name the National Environmental Policy Act or the Endangered Species Act and gives no miles or counties. The 1996 law behind the waiver limits court challenges to constitutional claims filed within 60 days.
