Federal Reserve final rules open stress-test scenarios and material model changes to public input and average two years of results in capital buffers from 2029; 2027 model comments due December 1
The Federal Reserve Board published two final rules and a request for comment on October 2. One rule sets a yearly calendar for putting stress-test scenarios and material model changes out for public input; under the other, a bank tested in consecutive years gets a capital buffer built on two years of results, starting January 1, 2029. Comments on proposed 2027 model changes must be received by December 1, 2026.

The SEC's final quorum rule, effective October 2, lets one commissioner be a quorum on a matter when every other commissioner in office is disqualified from it
The Securities and Exchange Commission published a final rule October 2, effective that day, amending its quorum rule, 17 CFR 200.41. Three commissioners remain a quorum, with exceptions. The old text covered a matter on which two commissioners could still take part; the new text also covers one. The SEC says the amendments are 'designed to promote flexibility and finality of agency rulemaking' and needed no public comment because they concern internal management.
